I believe that Ver 2 of the Shield boards are blue. Do they appear green to you? The Ver 1 Shield boards are red like the Ardupilot Atmega 328 boards.

I was connecting the power for the Ardupilot on my aircraft when the power line slipped and hit the shield board and I heard a loud pop. :(

Good news. I double checked on the continuity of all the lines and noticed it was breaking on the power line. The Power pin on the shield was not completely soldered. I redid it and it is outputting the expected values.

Run this code to be sure it's not something else causing it. Such high numbers means you've got a something connected wrong. If everything were disconnected you should see about 511.

My understanding was that you can use 1280 MHZ frequency in the States if you have an amateur radio license.
